Actually the explanation was more prosaic. The culprit turned out to
be "possible queues ahead" at the London entrance to the M1.

According to the notice displayed there this evening, the spiral staircase
was dangerous and could not be used. Apparently, temporary repairs enabled
the station to open around midday today, but it will close early at 9:30
this evening.
