Well how would one go about trying to find a larger universe with limited
resources?

(AIH some school/college local to my, well as of today, not my current place
of work wanted to undertake a commuting to work survey and somehow managed
to get the company involved in giving out their forms. But as this is the
largest private employer in the town the results are likely to be at least a
bit statistically random. I doubt that someone could find a central London
employer who employs 10% of the total local workforce)
