I think to be strictly accurate it was a Bozza / Osborne combined effort
given the scheme somehow got through the Treasury in breach of the
Treasury's own Green Book rules on the required level of robustness on
estimates / project risks. Obviously Mr Johnson left TfL with an open
ended financial risk by signing the Mayoral Decision(s).


Ditto with the Lumley-Heatherwick bridge.
