They arrest anyone likely to be even slightly connected with such
incidents as an @rse covering exercise, so that if they do decide to
prosecute, a clever lawyer can't later say "If you didn't think he was
innocent, why did you not arrest him immediately?" If it turns out he is
innocent, then the arrest should be marked as a false arrest.
