Default Westminster Bridge - Waterloo end - what on earth is going on?

Just totally bemused as to what is happening at the Waterloo end of
Westminster Bridge.

The current roadworks / improvements (?) seem, - if anything - the be
adding 10-15 mins. to the traffic flow.

Been going on for the past 2 - 4 weeks.

My usual Bus journey used to be 12 -14 mins. from the West End - now
is more like 20 - 25 mins.

Any clues / suggestions?

Or is this more of Mad Ken 'adjusting' what was a perfectly normal
set of lights to suit his agenda?

All suggestions / comments welcomed.

Summer is extraordinarily extended this year. The signs in Parliament
Square still say the bridge works will be completed in Summer 2005 yet
they are still going on.
