Default Minimum speed limit sign after the dartford tunnel?

Yes, it is a minimum speed limit.
It has been there for *many* years.
It applies for the *whole* tunnel.

Now as to *why* it is there, when most traffic has trouble keeping
under the maximum speed limit, is a question for the student!
