Default Quick question re out-of-zone Travelcard on Oyster (ping Paul C?)

Because of the photocard issue one can deduce that out boundary adult
monthly or longer TCs on Oyster cannot be issued by TFL (catch 22 from
the 2006 Fares and Tickets booklet, p30)
