It appears that many or all of the drivers on westbound Bakerloo services
yesterday didn't bother telling the passengers that Kilburn Park station was
shut until after leaving Maida Vale. Is this normal or were rules being
broken?

We are the Strasbourg. Referendum is futile.

I doubt there is any rules which requires the driver to tell you a
station is closed. Nice to know for customers but breaking a rule no.

It's more than just "nice to know". If you catch a Bakerloo train
expecting to be able to alight at Kilburn Park station, as indicated by
the tube map, the line diagram on the departure platform and the in-car
diagrams, it is reasonable to expect to be told at the previous station
that KP is closed. In my experience, drivers do normally make an
announcement in the station, and I've often seen a announcement
handwritten on the whiteboard by the headwall to remind drivers to do so.
