THE long-awaited Croxley Rail scheme failed in its bid for Government
funding, it was announced yesterday (Thursday 18 Dec. 2003).

The Department of Transport said that the £97million scheme was still under
review and they were waiting for more details to come through from
Hertfordshire County Council.

The news will come as a blow to campaigners and passenger groups alike.

If built, it would have allowed commuters to board the Metropolitan line at
Watford Junction, West Watford and Watford High Street, meaning quicker
access into London.

Hardly surprising. Being outside Greater London TfL is not going to put
money into it, and all the funds (and then some) that the Government / SRA
had for rail have just been blown by Network Rails increasing requirements.

So, the only place the money could come from would be Herts CC or some sort
of PFI.

The article does not seem to agree with the headline - if the scheme
is still under review then, not being expert at reading netween civil
service lines, I interpret that as no decision having been made - so
no change.

Hardly surprising. Being outside Greater London TfL is not going to put
money into it, and all the funds (and then some) that the Government / SRA
had for rail have just been blown by Network Rails increasing requirements.


On the contrary I would have thought that TfL got more passengers from
better located stations and cold make a fat profit from the old
station site.

So, the only place the money could come from would be Herts CC or some sort
of PFI.


Herts CC do not seem to spend their own (ie council taxpayers') money
on transport, merely grants from central government. (I assume all
CCs work that way.) Croxley link has been a major project in Herts
grant applications for many years now.

This is a link that will open up travel possibilities for so many.
For example, residents of the entire Chiltern Railways and
Metropolitan Line catchment area will have easy access to the West
Coast Mainline.

If the SRA and the Regulator's Office can not sort this out, what hope
is there for the London Commuter Rail network?

I have now found what the report is based on, see
http://tinyurl.com/2loyg page 3. The government seem to consider
the scheme poor value for money on avilable information so are not
funding it this time round. They will reconsider if TfL are willing
to make a firmer (bigger??) commitment after the 2004 Strategic
Review.

Herts CC have been silent so far1

The government seem to consider
the scheme poor value for money on avilable information so are not
funding it this time round.


The scheme will be considered poor value for money, when three weeks before the
announcement the cost mysteriously nearly doubled from £50m to £97m.

(e.g. the adjoining WCML) and decided to use a realistic figure in their
estimate :S

Isn't it funny though how cost is never an issue with road or airport projects?
Couple of billion for an airport extension? No problem. 97M for a rail
extension? cue lots of teeth sucking.
Its only rail where the books seem to have to balance to the last penny and
future growth is never taken into account. The only exception to this seems to
have been the CTRL, but that was probably due to avoiding political humiliation
in front of the french more than anything else.
