Park Royal City International Masterplan
 
Found the masterplan for Park Royal City International:

New WCML platforms would be built at Willesden Junction, and a new
North Acton station on the NLL. Also a new light rail system would be
built, with routes between Kensal and Park Royal, and White City and
Harlesden. The system would either be DLR style, or like ULTRA.

And according to them, HS2 and Crossrail will be running tube trains!

The name they use here is potentially misleading - this is all about
the potential Old Oak Common hub station on Crossrail and HS2, and the
possibilities for associated development in the area.
