Default Rail replacement buses at Shadwell

Any ideas what they're doing?

According to tfl.gov.uk, nothing is closed in the area but there are
double deckers labelled rail replacement going down Cable Street every 5
mins or so!

Where does that say Shadwell, or Cable Street in particular? District
and H&C should be Whitechapel Road at the closest - ie three quarters of
a mile away!
