Apparently they haven't got a train to test the signalling with! Hence
the delay:

That's the kind of issue which has no excuse, because the need for the
testing has been apparent since the start of the project.

There are all kinds of hiccups which might happen to a project like this
(many of which one might have sympathy with), but not getting delivery
of a testing train is an elephant in the room.

What is a "train to test the signalling with"? Is it a train with a
laptop plugged in? Because they have trains and they have laptops, so is
it software they are waiting for?

There were two 345s parked in the Paddington reversing sidings one weekend
a few weeks ago, they appear to be on lines only accessible from the
tunnel. Just over an hour later, one had gone.

Meanwhile OOC depot is literally full of 345s; do none of them really have
the signalling kit needed fitted to them?

Nostalgia When I used to play with full sized trains, the only
signalling response equipment was a sensor underneath for the magnet
that controlled the brakes, and that could be overridden by the driver
easily enough. Some of the really new one had a pedal the driver had to
take his foot off when a horn sounded in the cab, or it applied the brakes.

Nowadays, they even seem to use GPS to tell the drivers they're in the
right place to open the doors, with no need for the "4", "6"h and "8"signs.
