JOOI is there a physical (rather than economic) reason Aldwych could
never be joined to Green Park using the old Jubilee tunnels?

IIRC it is at right angles to the River line tunnels.

The original Fleet Line plans called for the line to continue beyond
Charing Cross to Aldwych, but they would have involved new deeper
platforms at Aldwych. The line at Charing Cross does continue most of
the way to Aldwych.

If you wanted to join up from the other end your best bet would be
either a second W&C-style shuttle service or a branch off either
Northern or Bakerloo at Waterloo.

That is to say, there is a proposal to convert part of the Alderney
Branch's ROW at Holborn into passenger walkway?

Westwards? From Stratford International?

Extending from Bank to Farringdon and Euston was a fairly sensible
proposal connected with HS2... I think that proposal is dead now. I
don't think they ever suggested taking over the DC line to Queens Park
and dedicating Queens Park - Watford Junction to the Bakerloo Line,
although that would surely have made more sense than having trains from
the northwest and southeast terminating at Euston.

While it does have 1959 Tube Stock, such a walkway might be a bit wet.
