I'm not sure what the plan is before Woolwich. Could be 5tph to Canary
Wharf supplemented with 5tph to Bank once demand is up, but I'm just
guessing. I might email DLR and find out.

I did, and they said all LCY trains will run to Bank so that the whole
DLR network is accessible. (I'm not sure why that is a reason to run to
Bank, but Bank is a sensible destination anyway).
