No, it's because dotmatrix displays are cheap, while closing a station
to install new wiring ducts, paying electricians, putting the ceiling
back, etc, etc, is expensive. So you might as well add the indicators
during the refurb, rather than waiting til the signalling is replaced.

Seems a bit strange though to put them in so long before they'll
actually work since anything exposed to the elements is going to
slowly age whether its being used or not so they're reducing the
working lives of these indicators for no benefit.
