Do the Picadilly and Victoria lines at Green Park have
cross-platform interchanges like many victoria platforms?

No, it is a notoriously bad interchange.

A man's vehicle is a symbol of his manhood.
That's why my vehicle's the Piccadilly Line -
It's the size of a county and it comes every two and a half minutes

Least hassle (but more expensive) would be Heathrow Express to Paddington
(£13 single), then a taxi to Great Portland Street which is not more than 2
miles.

What would a cab cost?

Is there a bus that goes from Paddington to Portland Street ?

And if you are coming from, or going to, Victoria, you have to walk the
equivalent of the full length of the platform just to get to the exit.
