Default West Ham or Plaistow reversals

Touched on earlier in the T-Cup thread, but I've read conflicting reports on
what is planned when Whitechapel stops being a turnback point.

ISTM that there are just about as many references to a new turnback siding
at West Ham, as to reversing at Plaistow.

Can anyone explain what is actually intended, and/or why they need reversing
facilities at successive stations?
