GNER train waiting on M1 Junction 10

This morning many people would of spotted a GNER train waiting on M1
Junction 10 (in the holding bay).

Anyone know why they transport trains on the roads and was train waiting on
the M1 involved in...

Liverpool Road is technically part of a 20mph zone, and such zone have
to be self-enforced with traffic calming. Why they made the speed
limit on that road 20mph I have no idea.
