There's a relatively new design of conductor rail by Brecknell-Willis.
It consists of an aluminium extrusion (for lower resistance to
electric current than steel) bonded to a stainless steel wearing
surface.

Is that perhaps what you saw?

Seen them on the Victoria line as well. But haven't seen any 09 stock
anywhere.
