I wonder if there's an element of "surely the TOCs won't persist with
this silly scheme for long, so let's not bother spending any money
promoting it"?

(c.f. the poor waiting facilities for Eurostar at Paris Gare du Nord -
because the French thought we'd soon get rid of the silly security
nonsense and they'd no longer be needed...)
