Indeed, a variant on the IRA tactics (particularly in their latter

Well there was the Aldwych bus bomb, but he probably didn't mean it to be a
suicide bomb...

I believe David was referring to the IRA habit of phoning in a warning about
a bomb in one place and then detonating another just where the police were
evacuating people to.
