Railing?
Is there a special handrail installed to help LU train operators when
called upon to venture onto the proper railway?
Or is it a reference to the need to ensure that the likes of Bob Crow
can indulge unimpeded in "railing" as in "to use vigorously or
mockingly reproachful language"?
Or (more probably) do they mean something akin to "running powers"?
