where the whole structure has been built, stations, signals, etc.
Perhaps they even had rolling stock tested and ready to go.

wound up being dismantled without a fare paying passenger ever having
set foot on it.


I think I've read of a tramway in Norway or Sweden.

Plus lots of freight-only projects....
