That would cost the railway money they don't have or would rather
spend on other things.

All the effort (and from the outside it looked like a lot of work was
going on under the glass roofs) to make it into a theatre set, instead
of bringing the signalling or whatever needs to be done, and passages/
stairwas to integrate it into the mainline station.

That brings IN money for the railway. It's not like it's an either/or
choice!
