New Labour, in the guise of Dawn Primarolo (AKA The Dim Prawn),
managed to self off billions of high value properties of the Inland
Revenue and Customs and Excise in a PFI deal to a company based in a
tax haven.

Thus missing out completely on the significant sums of stamp duty from
the sale plus all tax revenues, till year dot, on the rental income.

Even worse, her department actually found this out at the time of
naming the preferred bidder but because they had not specified only UK
tax paying companies could bid, in the first place, under European Law
they could not then pull out of the deal.

It is widely rumoured that a student on a work experience placement in
the Paymaster General’s office was the first to highlight this issue.

Dawn’s other achievements included overseeing the introduction of the
tax credit system, she was later accused of completely losing control
of her brief by a select committee leaving many families worse off.

She was also responsible for introducing the IR35 tax arrangements,
much hated by IT contractors although very few have ever ended up
paying the new tax.

It is estimated that the IR35 tax arrangements are currently costing
five times more to administer than they actually raise in tax
revenues.
