Possibly one if the following:

1. Putting on a show to show how important they are and therefore
mustn't have their spending cut in the Budget.
2. In the light of the warnings given about the risk of an "imminent"
terrorist atrocity, looking as though they are doing something useful
(ie not shooting Brazilian electricians).
3. Realising that Christmas is coming up and finding a pretext for a
bit of overtime to boost the pay packet.
