Positive news about Crossrail has been widely expected, and trailed by
various sources, not least by Boris, for the last few weeks...


Crossrail has never been in doubt, however it might have had its scope
reduced. It now looks like this won't happen.

never been in doubt.



Crossrail was in doubt for many years. However, what I meant was that
it hasn't been in doubt since the Bill was passed and the project team
was assembled.
