Default Underground Exits - Tourists v.v. Regulars

No, it's because they don't know any different route.

At some stations your exit my be shorted by going "up" the down stars
leading to a passageway that leads you to an exit, but at others all it does
is lead you to a bank of "down" escalators.

If you don't know, why would you try it?
