If a CC camera van has witnessed you parked in one of these bays without

can bust you when they don't know which violation you've committed.

Assuming you're not registered for the residents discount, they know
you've committed the offence of being present in the chargin zone
during chargin hours without having paid the charge.

AIUI for non residents it is *presence* in the charging zone that
matters, not whether or not you moved your vehicle.
