It's a single kingdom comprising two countries.

At least three countries. The claim that Wales was part of England was
negated by the Welsh Language Act 1967 which amended s.3 Wales and
Berwick Act 1746. The jurisdictions might also effectively increase in
the future due to increasing powers being made available to the Welsh
Government; AFAIAA all legal districts which spanned the border have
now been changed so all now stop at the border of England and Wales.

Unlike Scotland, Wales has never been a unified, independent nation within
its current borders.

It depends how exact one wants to be about borders. However,
according to the better ancient sources (Nennius, et al) Cambria was a
kingdom. And, so was Lloegr. Modernists find this very inconvenient.

So it's stretching it a bit to call it a country,
however much the Welsh Nationalists may wish it were.
