There you go again with that argument again - why bother if something isn't
a significant part of the total. Of course if all the other countries which
only produce 2% or less - which is most of them did nothing then nothing would
happen. However if they all did then it would make a difference regardless
of the USA or china.
That kind of "look after the pennies and the pounds will take care of
themself" doesn't work in this context.
