Default London Overground impact study

In a perverse way this is awfully good news. :-)

Not for those of us who have no real alternative but to use it

One nitpicking (and probably idiot-boy) question. What does the report
mean by "160 million passengers have used LO since its opening." I
refuse to believe that 160 million distinct individuals have used it:
London does not get *that* many visitors. Is it 160 million journeys?
Counting a daily commute (out and back) as 2?
