Default Autumn Statement Oyster extension

Referring to the Chancellor's Autumn Statement, http://www.londontravel
watch.org.uk/news/2011/11/transport_watchdog_welcomes_chancellor_s_autum
n_statement says "The watchdog also welcomed ... the extension of
Oyster ticketing to Guildford and St Albans on the national rail
network."

Can somebody please point to the Chancellor's words in a free URL or
copy them to UTP with an attribution?

It seems that Oyster boundaries are gradually being extended to places
which reflect transport services.
Shenfield (already announced) is a logical boundary, as is St Albans.
Services start and finish at both.

Guildford seems an arbitrary stop on the way to Portsmouth Harbour.
I have difficulty imagining Oyster going as far as Portsmouth.
Perhaps Southern Region could be recreated.
