I think some organisations and news media are reading too much into this.
He didn't use the word 'Oyster' according to the published version.

The line in section 2.4 of the 2011 infrastructure plan (on the treasury
website) simply says "...extend flexible smart ticketing across London and
the South East". That could also be the ITSO spec cards that are being
rolled out slowly in the area anyway...
