I'd expect some special arrangements for athletes who are under 18 (they
won't allow volunteers under 18 - actually worse, those who aren't 18
when applying to be a volunteer last year). And it's up to the team
managers to organise things for their people.

I don't know if athletes are allowed to bring a "+1" to the village,
whether that's a partner, parent or chaperone.
