Agreed -- for a line that's entired in small tunnels, OHLE really would
be a waste of space.

Not to mention potentially dangerous. There would probably be mere inches
from the train roof to the wire so it might not take much for it to touch
the train and electrocute everyone.

Plus of course they have to retrofit all their engineering trains unless
they'd keep the 4th rail for them. Which would render the whole exercise
pointless.
