Many people today have unlimited long distance, so if they reach a
wrong number, they don't even think about it, let alone report. But
when the bill comes, they're screwed.
(In the old days the Bell System encouraged callers to report to the
Operator any dialed wrong numbers so that credit would be given. That
was then.)
