Indeed. I was contrasting Cambridge with other cities, e.g. Birmingham,
where meters are banned and all fares must be agreed before starting the
hire.

So what happens when a customer agrees a price,
begins the journey and then changes his or her mind
about where they are going? The negotiated price is
no longer valid.
