There's the "other materials" to take into account.
Plus if it's anything like drugs then the police will take the highest
possible valuation and add a bit.
I think you mis-spelt "add a few zeroes".
If your car is pinched it won't generally be valued in terms of what
the thieves get from the local scrappy but as what you can expect to
sell it for. If the rail was usable stock not being stored as scrap
then it would make sense to be valued at significantly more than the
scrap price.
