Aren't all existing motorway limits 'mandatory'? They are not, in
general, enforced particularly well.

It's often said that the ones on rectangular signs in the central
reservation are merely advisory.

Not just "often said", but in the Highway Code (page 102, "Temporary
maximum speed advised").

The mandatory variable speed limit signs with the red ring are covered
by rule 261.
