Default Free travel for LUL staff on National Railways?

Where do you 'believe' this from - please quote your references.

My instructions when I joined LUL was that Priv. tickets are not
currently available for any staff post 1996. The fact that the unions
are currently trying to fight for this privilege suggests that they know
something you don't?
