What I don't know is whether it's possible to change from the Central to
the DLR at Stratford steplessly.

Usable escalator and ramps to/from the Central platforms. My route to
LCY (Central+DLR) is to suffer Bank towards LCY as it's all downhill
and I bag a seat on the DLR; then on the way back to use Stratford
(it's all uphill but escalator or lift) and a seat is almost
guaranteed here before the Central hits the Z1 tranche.

Paris is probably the worst for subterranean luggaging (kick bags over
the barriers or jam paddles), Madrid has too many steps (but they're
doing more implantaccion de ascencores) and painfully long
interchanges. London is mostly good with hell holes.
