It isn't telling non-existing trams to turn left because it isn't a
'direction sign' for approaching vehicles. The white on blue colour
code of
the sign tells you that it is an 'advance information sign' describing the
restrictions in the street beyond the junction. Think of it as
information 'about trams' not 'for trams'.

It's basic highway code stuff this, it's the type of sign on page 7 he

I notice signs for HOV lanes there... where do we have them in Britain?
It reminds me of one of my favourite Curb Your Enthusiasm scenes where
Larry is late for a sports match, so he pays a hooker to ride in his car
with him so he can use the HOV lane.
