According to TfL's Single Fare Finder, I can get a railcard discount only
outside peak hours, quoted as from 0630 to 0930 and from 1600 to 1900.

Yet my journey history for yesterday clearly shows journey details as: 16:02
- 16:19 Waterloo [London Underground / National Rail] to Liverpool Street
[London Underground] charged at £1.40.

Anyone here understand why?

Just an idea, but I think it sometimes gives you off-peak rates slightly
into peak times, presumably to allow for small errors in the system clock.

Is it to allow for walking time from the barrier to the platform
train, and waiting time for the train to arrive?

That would (and should) apply at the end of peak time, but not at the
beginning.
