Strange. There are different sorts of taxi licences at least.

For minicabs based in the central TfL area, rather than the outer TfL
area? Where is this inner/outer thing defined.

For black cabs. Some appear to have licences limited to suburban ranks or
the like.

That doesn't help answer the question about minicabs
