True. Do black cabs have to pay the cc?

I think my local (suburban) minicabs do have to pay the cc, even though
they're TfL licensed, so I wonder which minicabs are exempt? Perhaps they
have to be based in central London?

discrimination (assuming they are both registered with TTPH).

No. London has 10 different taxi driver licences available for new taxi
drivers giving entitlement to work in different areas because they have
done different knowledges, but there is only one type of London taxi
license available for taxi vehicles, and it is the latter which is
registered as exempt from the CC.
