Is it going to begin, or is it still just a proposal at present? I haven't heard much about it recently.

TfL have applied for deemed planning permission. The Govt agreed in
the Budget earlier this year to back a £1bn loan to fund the
extension.

I thought that the United States wanted to fund the project for its
planned embassy in Wandsworth.
