Default M25 River Crossing

Unless, of course, the tunnels are fundamentally not to motorway
standards (eg quantity and position of escape exits) in which case
perhaps it's simply not allowed.

While cycles and pedestrians are not allowed, is other non motorway
traffic such as slow motor vehicles perhaps allowed?

The biggest category is probably learner drivers (who are allowed as
far as I can tell).

You find yourself sitting behind a procession of them every time you use the
crossing, then?

Not necessary, there's always a procession on non-learner drivers. The
queue is usually most of the bridge (southbound). At which point, having
had my expectations recalibrated, I usually don't bother returning via
the tunnel and use the M25 west of London instead.
