Executives ordering technical people to go on fact-finding missions
is a good idea... executives authorising their own beano, not so good.

So there's nothing to learn from others about how to manage the
project - not to mention managing the "technical people" when eg one lot
insist that only a gold plated thingummy will do while t'others that it
must be a depleted uranium wotsit?
