Or does the London Bridge works mean that some people will be
commuting into Waterloo and connecting to LB, rather than commuting
direct to LB?

I don't think so

all of the SET services that are no longer running to CX are diverted to Vic

Do any of those services have a possibility of changing at Clapham
Junction for Waterloo?
